A clean streets campaign launched by the Dubai municipality is targeting the sale and use of pan — a vine leaf chewed with areca nut, cloves and tobacco.

 

Hussain Nasser Lootah, director general of the Dubai municipality, says, “We are taking all measures to stop its sale here. Deportation is a crucial step.”

The threat is stirring consternation among the regions South Asian neigborhoods, where the betel laves are commonly sold in grocery stores and street stalls. One consumer, a Paksitani security guard, was quoted in the media, “It’s like telling an Italian not to have an espresso.”
